"Stormy Weather" takes place during a rain soaked evening with 34 cops out sick with the flu, and Harris braving the elements despite his 102 degree temperature, quite a bit 'under the weather.' Tony Award winning actress Phyllis Frelich makes her TV series debut as deaf-mute prostitute Madeline Schaefer, whose intentions are made clear by a number of business cards she carries ("I am a deaf-mute, wanna party?" Dietrich: "want me to mime her her rights?"). Actually, Levitt reveals that he has a sister that is deaf, communicating through sign language, and relaying the information to Dietrich (Levitt: "I think you're a lot cuter than most cops!" Dietrich: "was that you or her?"). Robert Costanzo (second of three) plays petty thief Ed Foronjy, who tries to escape from Wojo by jumping off the pier into the Hudson River. The attempt fails after he saves Wojo from drowning ("got me up on the pier, brought me around, then I arrested him!"). His ambition was to be a successful criminal, but he's just too nice to be any good at it ("last week I went in to hold up a liquor store in Queens, who's runnin' it? Vietnamese refugees! I wound up givin' 'em 20 bucks to help the boat people...I don't know what my problem is!" Wojo: "maybe you're just a decent human being?" Foronjy: "hey I feel bad enough already!").
