Mayor Modest is frustrated after a visit from colleague Edgar Paaltjes, who brags everything is much more modern and advanced in his town, Modest's doesn't even have a traffic light. Although nobody says the need for one as their is almost no traffic even at the town square, Modest still orders van Leemhuizen to buy and install one decommissioned in another town. The useless thing malfunctions from the start and nobody in town is qualified to repair it.
