Antwerp detective inspector Tom Segers and his partner Rob Biesemans have been after the drug gang of 'Rosse (i.e red-haired) John' for a long time. During a critical stake-out, they go in before reinforcements are properly in position, and Rob gets killed by Rosse. As if facing his buddy's widow and orphan weren't bad enough, Tom is under serious investigation by internal affairs. He's in no state to continue this investigation, and the 'two Jeans', uniformed patrol car partners, mistake another red-hair for the fiend. The only one who may deliver Rosse John to Tom is the snitch 'Ruige ('rough') Ronny', a measly pick-pocket who has an ambiguous relationship with the Antwerp PD...
