A Petty Officer is shot by a sniper. Initially they suspect he was the latest victim of a serial sniper who killed 6 people. But they later learn he wasn't killed by the sniper. An NCIS Agent who specializes in sex crimes shows up and says the Petty Officer was convicted of voyeurism on the ship he was on. And the punishment he got wasn't fair, as far as the victims are concerned, so they think one of the women he violated tried to get back at him. But the investigation later reveals that he could be innocent that someone paid him to take the fall. In the meantime, Bishop is worried about her husband when there's an incident, on the assignment he's on and she doesn't hear from him.
