Filmen tar utgangspunkt i hvilken frihet man egentlig har i et vestlig demokrati. Hovedpersonen anser den som meget liten. Han opplever seg selv som gjennomsensurert og kneblet. Ottar er en av de gjenglemte blomsterbarn fra 60-tallet, som de siste årene har brukt mesteparten av sin tid på å forsøke å hindre at de verste tabber blir gjort til virkelighet. Hans tålmodighet er i ferd med å ta slutt. På grunn av sin kompromissløse livsstil havner han i en den ene håpløse situasjonen etter den andre.... og maktmennesker finner han overalt.

The film was due to premiere in April 1978, but when they were about to do the post production, they realized they had lost a film roll, containing 10 minutes of the film, which they had to re-shoot. The film Then had to premiere in August 1978 instead.

This movie is made by a pair of the most incompetent pair of filmmakers ever to walk the face of the earth. They are Svend Wam & Petter Vennerød and they are responsible for more cinematic terrorism on the moviegoing public in Norway than you can ever imagine. Their golden years was in the 70's and it was then that they made this piece of uncompromising political pond scum. They themselves have said that this is norways answer to "Clockwork orange" and "One flew over the cuckoos nest". Well maybe if those two classics were directed by ed wood that would maybe have some inkling of truth to it. The story concerns itself with political slacker/anarchist Ottar (played with supreme ineptitude by the director himself, Petter Vennerød)who walks around in a coma behaving like a 3 year old who doesn't get his candy every saturday. He argues, swears, works part time cleaning toilets, touches his mothers behind, and protests against an uncaring society that doesn't understand him and his crossdressing political brothers/sisters. Oh and he has dreams about naked men in frocks running in the dark and people bleeding naked in beds. If you can get over the sheer mediocrity, the amazingly bad acting and the otherworldly hopeless script there's much fun to be had if you're a fan of the "it's so bad it's good" style of moviemaking. There's jesus on a rubber cross, a guy masturbating on the toilet (nearly hardcore scenes!!), futuristic gay policemen in black leather uniform (oh yes, the movie is supposed to take place in the future) lobotomy and and the almost national anthem of norway and an insane asylum in the country. It's all supposed to be a satire but it fails so miserably you have to laugh anyway. If you're a fan of turkeys, check this mother out. It's so bad it's good, If you're norwegian that is. If you're not norwegian, don't go near it with a ten foot pole and a remote control. Go watch paint dry instead.
