Johnathan Ingram is one of "policenauts" assigned the task of upholding the law on a space station called "Beyond Coast". Ingram was lost in the space after an accident left himn out of control in his spacesuit. But the suit was equipped with a cryogenic-life sistem and 25 year later his frozen body was recovered. The new world arround him is very different, all his friends are old men and his wife has remarried and had a daugther. Johnathan returns to the Earth and become in a private eye but when is ex-wife's new husband goes missing and she visiting Johnathan to ask for his help, Ingram returns to "Beyond Coast". Helped by is old friend Ed Brown, he will discover many things about is past and the tragic accident that changed his life...

The four "EMPS" mecha suits that appear in the game (the Urey, Goddard, Oberth and Von Brawn models) were named after Yuri Gagarin, the first man in space; American rocket scientist Robert H. Goddard; and German rocket scientists Hermann Oberth and Wernher von Braun.
The brothers, Tony and Ridley Redwood, share the same first names with real life brothers and directors Tony Scott and Ridley Scott.
The visual designs of the co-protagonists Jonathan Ingram and Ed Brown are based on actors Mel Gibson and Danny Glover's roles as Martin Riggs and Roger Murtaugh from the Lethal Weapon series.
The breast bouncing animations were toned down in the Playstation version, and the number of times the player can grab characters breasts was limited. According to the Playstation 20th anniversary Famitsu interview, the reason for this was because of a dispute between Hideo Kojima and SIE'S CEO Shuhei Yoshida, the latter believing that the feature was excessive.
