This 'PaRappa' spin-off tells the story of Lammy, a guitarist for the rock band MilkCan, and her adventure to get to her concert in fifteen minutes.

Before the game was to be released to U.S. shores in the summer of 1999, it had to undergo many changes in content from Japan that would be deemed unsuitable for the ESRB's "Everyone" rating in America. In Stage 5, Paul Chuck's lyrics implied deforestation and illegal logging, and had to be changed in order to tone down the song. Stage 6, "Vital Idol", was deemed too intense for the "Everyone" rating, because in the original Japan version, Lammy slipped on a banana peel left by P.J. Berri, broke her neck and died in the fall, and ended up in hell, where she had to battle against Teriyaki Yoko in a concert in order to return to life and move on to the final stage. To remedy the problematic Stage 6, Sony Computer Entertainment of America and NaNaOn-Sha rewrote the story in which Lammy gets her belt caught up in a doorknob and is catapulted backwards in time onto a tropical island where she has to battle the same Teriyaki Yoko at a concert in a volcano in order to return to the present. Also during Stage 6, Lammy's clothing is changed into a jungle camouflage wardrobe design, as are the appearances of Katy Kat (now wearing safari gear) and Ma-san (now wearing a jeweled turban and Arabic dress and riding a camel) in the intro to the final stage. The lyrics are also heavily edited in Stage 6 so they no longer refer to the devil or to angels being mean to people, and in Stage 1 to reflect the new Stage 6 storyline in the third verse. However, the content in the Japan version of the game remained uncensored in the European PAL version.

Many believed that this was the sequel to the first PaRappa the Rapper (1996) game.
