U.S. Navy S.E.A.L.s even U.S. Navy's Special Warfare Development Group, USNDEVGRU, are not usually trained for this kind of Mission. Usually, U.S. Navy S.E.A.L.s are only trained for Direct Actions of Short Duration measured in Hours.

U.S. Army Special Forces usually are trained, sometimes College or University level Cultural Anthropology of the Targeted Nations (Areas of Operation) including Languages. This is due to the kinds of Missions Required of U.S Army Special Forces that can be Days, Months, Years. Examples would be the Overthrow of the Afghan Taliban Government, Humanitarian Assistance Mission (Requires training as a Physician's Assistant with Surgical Skills or Operating Room RN), Foreign Internal Defense Mission (Training speaking their Language, Arming, maybe even leading U.S. Ally Forces to fight the Enemy or Overthrow their Established Government usually while assigned to a CIA Operation, like as was during CIA Operation Cyclone a Mission of Years), Strategic Special Surveillance that can last for Days or Months. Strategic Special Reconnaissance that includes Intelligence Verifications of Intelligence Agency Information, this can turn into Targeting, Target Identifications, Targeting Adjustments, Target Damage Assessments requiring additional Training as a U.S. Air Force Combat Forward Air Controller, like what happened prior to and during U.S. Military Operation Odyssey Dawn while U.S. Army Special Forces were attached to the CIA, CIA's SAD and SOG at Libya 2010 to 2012.

In most cases the U.S. Navy S.E.A.L. Teams and U.S. Army Special Forces ODAs are Commanded by an Officer O-3 minimum, with a Second in Command as a Chief Warrant Officer, CWO 2, as Executive Officer or a very Senior NCO (E-8). The reason why an Officer, has a lot to do with Authority of an Officer and amount of Responsibility just in case the Mission Fails, an O-3 is just enough for Civilians to accept as a Scapegoat, a Senior NCO is not acceptable as learned during and after the Vietnam War by the Officers above the Grade of the Scapegoated O-3 that did not want to be held Responsible nor Accountable.

"The College Boy" of the CIA, without any U.S. Military Training or Experience, that the U.S. Military Special Warfare Forces are assigned to have "Command Authority" over the U.S. Military Commanding Officer in Command of the Team(s). The Commanding Officer of the Team(s) can at anytime End the Mission, if they were correct there are no repercussions, if wrong only the Commanding Officer of the Team(s) is held Responsible and Accountable.

Major Military Commands do NOT sacrifice the U.S. Military Special Warfare Teams as expendables, because the Teams are Strategic Assets, that took a long time of 10 Years to 15 Years for each Team Member to become Fully Qualified.
