A fallen electrical cable zaps Radar the Police Car and grants him special powers, but his new found energy brings new found responsibilities. Radar now has what it takes to stand up to the Badger Brothers; a shady duo plotting to steal and bottle the town's water supply. With the help of his friend, Dottie the Otter, Radar must defeat the criminals to save the town - and the environment!

It is highly irresponsible to sell the message behind this film to children, at least in the USA. I can't speak globally, but in the USA this is about as opposite from reality as a plotline can be. The description states that Radar the police car must stop the Badger Brothers from stealing the town's water supply, when the reality of the situation is that American police would be protecting the Badger Brothers from the general public. Very irresponsible plotline to show to American children if we ever want to see some positive change in the future. Or, make an American version if itsi going to be offered here at all. I'll help with the plotline: Badger Brothers start stealing the town's water supply, the townspeople hit the streets to demand police action, the police beat and arrest the people, PLOT-TWIST-- the townspeople learn the lesson that because the Badger Brothers had the funds to divert a town's water supply, they also had the funds to make campaign contributions to the police chief, mayor, and possibly the governor and money is far more important than human life to the government. The end.
