Two unsuspecting actors, Billy and Blaine, while moving from the Midwest to California encounter a new California law allowing only 100,000 actors into the state per year. After being turned away from the border they disguise, lie and attempt to scheme their way across the border. Along the way they encounter an array of oddball Hollywood types each with their own opinions on how to make it in the entertainment business.
